Amends section 200-2.5, Hawaii Revised Statutes, to allow the board of land and natural resources to lease fast lands and submerged lands within existing state boating facilities without requiring prior legislative authorization by concurrent resolution.

Removes the requirement that leases issued through a request for proposals be subject to section 200-2.6, thereby eliminating restrictions specific to Ala Wai boat harbor.

Repeals section 200-2.6, which previously limited fast and submerged land leases at Ala Wai boat harbor to specific parcels and properties.

Permits leasing of state boating facilities through public auction, request for proposals, or direct negotiation for private development, management, and operation.

Effective date: July 1, 2050.
