Amends the definition of "commercial activity" in Hawaii Revised Statutes Section 200-4(a) to clarify it means any action designed for profit, including exchange or buying and selling of commodities, providing services related to trade or commerce, and soliciting business through display or distribution of notices and advertisements.

Replaces the previous definition that limited commercial activity to actions performed "for compensation in any form" with a more comprehensive definition that encompasses profit-driven activities and their associated operations.

Specifies that "commercial activity" is limited to activity derived from gross revenues obtained from the use of a vessel.

Grants the chairperson of the board of land and natural resources authority to regulate commercial activities in state waters, including operations originating from private marinas, without requiring additional permits beyond those already regulated by other chapters.

Takes effect upon approval; does not affect rights, duties, penalties, or proceedings that occurred before the effective date.
