Increases liveaboard fees for recreational vessels used as principal habitation in state small boat harbors from $5.20 to $9.43 per foot of vessel length per month for state residents and from $7.80 to $14.14 per foot per month for nonresidents.

Changes the mechanism for adjusting liveaboard fees from annual cost-of-living index increases (capped at 5% per year) to allowing the department of land and natural resources to increase or decrease fees through rules adopted pursuant to chapter 91, Hawaii Revised Statutes.

Applies to recreational vessels that serve as a place of principal habitation in addition to the base moorage fee.

Does not affect rights and duties that matured, penalties incurred, or proceedings begun before the Act's effective date.

Takes effect upon approval.
