Removes the June 30, 2017 sunset date that would have prohibited new safe harbor agreements, habitat conservation plans, and incidental take licenses under Hawaii Revised Statutes sections 195D-4, 195D-21, and 195D-22.

Allows the state to continue using these mechanisms indefinitely as recovery options for conserving and protecting Hawaii's threatened and endangered species.

Requires the Department of Land and Natural Resources to submit a biennial report to the legislature no later than 20 days before each odd-numbered regular session.

The required report must include the number and types of safe harbor agreements approved and summary information on the content and performance of each agreement.

First report due no later than 20 days before the 2017 regular legislative session.
