Authorizes the Department of Land and Natural Resources to limit commercial use of state ocean waters where reasonable for environmental or user safety considerations.

Allows the department to issue commercial use permits by public auction when commercial use is limited under the new authority.

Each commercial use permit is valid for one year from issuance and may be renewed for additional one-year periods if the permit holder complies with department rules.

Maintains existing restrictions on commercial ocean recreation activities in Maunalua Bay on Oahu (weekends, state and federal holidays, and all Sundays) and on west and south Maui waters from December 15 to May 15.

Permits the department to adopt rules under chapter 91 to further implement these provisions.
