Clarifies the lieutenant governor's authority to adopt rules under chapter 91 to implement the commissioners of deeds program, including appointment duties and fraud prevention measures.

Authorizes the lieutenant governor to assess and collect fees for commissioner applications, commissions, renewals, and restorations ranging from $10 to $60 per transaction.

Establishes administrative fines for commissioner violations including failure to maintain official seals ($20), improper recordkeeping ($200-$500), and failure to notify of seal loss or theft ($20).

Increases the required surety bond for commissioners of deeds from $1,000 to $10,000 before they may begin duties.

Appropriates $60,000 for fiscal year 2016-2017 to the office of the lieutenant governor for a commissioner of deeds specialist and program administration expenses, effective July 1, 2016.
