Establishes a statewide integrated sex offender treatment program for adult sex offenders in state custody and juvenile sex offenders where family court jurisdiction was waived, implemented cooperatively by the department of public safety, judiciary, Hawaii paroling authority, department of health, department of human services, and other relevant agencies.

Requires the program to develop and maintain a comprehensive master plan for assessment, evaluation, treatment, and supervision of sex offenders based on best practices rather than uniform treatment philosophy.

Creates the "Sex Offender Management Team" as the coordinating body with the department of public safety designated as the lead agency providing administrative support.

Mandates agencies participating in the interagency agreement to share criminal, parole, medical, psychological, and mental health records of offenders receiving supervision or treatment, with records kept confidential and disclosures documented.

Allows the Sex Offender Management Team to hold closed meetings to discuss individual sex offender information where public disclosure would constitute an unwarranted invasion of privacy.
