Amends Hawaii Revised Statutes § 232E-3 to establish reporting deadline for the tax review commission appointed on or before July 1, 2015, requiring submission of tax structure evaluation and policy recommendations to the legislature thirty days prior to the convening of the regular session of 2018.

Appropriates $250,000 from general revenues for fiscal year 2016-2017 to the tax review commission for conducting evaluation of the State's tax structure and recommending revenue and tax policy.

Provides that the appropriated funds shall not lapse at the end of fiscal year 2016-2017; all unencumbered moneys shall lapse as of June 30, 2018.

Directs the department of taxation to expend the appropriated sum for purposes of the Act.

Takes effect upon approval, with the appropriation effective on July 1, 2016.
