Grants the Director of Transportation authority to amend motor vehicle inspection fees, motor carrier vehicle inspection fees, and program administration through administrative rules under chapter 91, Hawaii Revised Statutes, rather than requiring legislative action for each fee change.

Reduces insurance information required on inspection certificates to only the insurance expiration date, with digital images of insurance cards stored for retrieval if additional information is needed.

Establishes a $1.50 fee for motor carrier vehicle safety inspection stickers (until replaced by administrative rules) and allows up to $12 per safety inspection performed by motor carrier inspection stations (until superseded by administrative rules).

Authorizes the Director to adopt rules for motor carrier vehicle safety inspection administration including maximum inspection fees to vehicle owners and fees collected from inspection stations.

Takes effect upon approval and does not affect rights, duties, or penalties that matured or proceedings that began before the effective date.
