S.B. 2934 - Driver License Renewal; REAL ID Act

• Allows mail-in driver license renewals for category 1, 2, or 3 licenses only if the applicant submits a physician, physician assistant, or advanced practice registered nurse certification of examination within six months prior to expiration.

• Eliminates the photograph exemption for mail-in renewed licenses, ensuring all renewed licenses include a photograph of the licensee.

• Restricts mail-in renewals to no more than two consecutive renewals and requires in-person appearance if 16 years have lapsed since the applicant last appeared in person.

• Allows the examiner of drivers to waive written, oral, and driving skill examinations for applicants with valid driver's licenses from other U.S. states, territories, Canadian provinces, or reciprocal jurisdictions.

• Provides exception for active-duty military members stationed outside Hawaii to renew licenses within 90 days of returning to the state or being discharged from hospitalization.
