Authorizes the Department of Transportation to negotiate disposition of public lands under its control without Board of Land and Natural Resources approval for aeronautical, airport-related, maritime, and maritime-related operations.

Limits negotiated dispositions to a maximum term of 35 years for aeronautical and airport-related operations, and 70 years for maritime and maritime-related operations.

Removes the Board's authority to negotiate land dispositions for airline, aircraft, airport-related, marine, maritime, and maritime-related operations, transferring this authority to the Department of Transportation.

Defines "airport-related" as activities requiring air transportation or generating airport system revenue, and "maritime-related" as activities directly supporting maritime industry operations including cargo handling, equipment servicing, and fish processing.

Takes effect July 1, 2050 and repeals July 1, 2021, with prior statutory provisions restored upon repeal.
