Delegates authority to the director of transportation to approve revocable permits for public lands set aside to the department of transportation, removing this power from the board of land and natural resources.

Exempts revocable permits issued by the department of transportation for lands set aside to that department from board approval and public auction or advertisement requirements.

Allows the department of transportation to issue revocable permits for temporary occupancy of state lands on a month-to-month basis through direct negotiation under conditions serving the state's interests.

Takes effect July 1, 2050, and repeals July 1, 2021, with prior statutory provisions restored upon repeal.
