HI SB2949

Prohibits the Public Utilities Commission from approving power purchase agreements for renewable energy that prohibit the sale of energy to third parties or require utility consent for such sales.

Applies the restriction to energy that will be stored for later distribution to an electric utility or converted from electrical energy to another form of energy, including chemical or thermal energy.

Addresses curtailed energy that would otherwise be wasted by allowing it to be productively used through conversion to clean fuels such as hydrogen or storage for later use.

Takes effect on July 1, 2016.
