Authorizes use of public benefits fee revenues to install and upgrade electric power infrastructure for electric vehicle charging stations, including home- and work-based charging stations.

Requires private funds to be contributed for any electric power infrastructure project and prohibits the public benefits fee administrator from funding more than a portion of any project.

Requires the Department of Business, Economic Development, and Tourism to establish a usage fee for electric power stations to partially offset installation costs.

Authorizes the public benefits fee administrator to establish procedures for administering electric vehicle infrastructure programs without being subject to Hawaii Administrative Procedure Act requirements.

Sunsets on June 30, 2020, with section 269-121(b) of Hawaii Revised Statutes reverting to its prior form.
