Authorizes county police departments in Hawaii to enroll firearms applicants and firearm owners into the FBI's rap back system for continuous criminal record monitoring that alerts police when a permit holder or firearm owner is arrested anywhere in the country.

Modifies background check procedures for firearm permits and registrations to use the International Justice and Public Safety Network, National Crime Information Center, and National Instant Criminal Background Check System instead of only the NICS system.

Authorizes the Hawaii Criminal Justice Data Center to access and manage firearm registration data for database management purposes while maintaining confidentiality protections for registrant names and addresses.

Changes the fee structure for firearms permits and registrations from fees charged by the FBI to fees charged by the Hawaii Criminal Justice Data Center.

Adds county police departments to the list of authorized agencies under Hawaii law that can conduct criminal history record checks on applicants and individuals subject to criminal background check requirements.
