Permits permanent resident aliens to apply for firearms permits, in addition to U.S. citizens and other previously eligible groups.

Requires background checks on all applicants using the Criminal Justice Information System (CJIS), National Law Enforcement Telecommunications System (NLETS), National Crime Information Center (NCIC), and National Instant Criminal Background Check System (NICS).

Eliminates provisions that previously allowed temporary permits for alien hunters and sport shooters, and removes special rules requiring alien law enforcement officers to transfer firearms within 48 hours of employment termination.

Establishes that background check fees are charged based on the Hawaii criminal justice data center rate under section 846-2.7, rather than Federal Bureau of Investigation fingerprint check fees.

Takes effect January 7, 2059.
