Requires firearm owners disqualified from ownership due to mental illness who underwent involuntary hospitalization to immediately surrender all firearms and ammunition to the chief of police upon written notification, rather than having thirty days to do so voluntarily.

Authorizes the chief of police to take possession of firearms and ammunition if the owner fails to immediately comply with the surrender requirement.

Maintains existing thirty-day voluntary surrender provisions for applicants denied firearm permits and persons disqualified for other reasons under section 134-7.

Defines "dispose" to include selling firearms to a licensed gun dealer, transferring to qualified persons, or surrendering to the chief of police, with restrictions on transfers for certain disqualified persons.

Takes effect January 7, 2059.
