Authorizes the Department of Education to permit students to self-administer blood glucose monitoring and to permit DOE employees and agents to volunteer to administer or assist students with blood glucose monitoring.

Adds blood glucose monitoring to the list of permitted self-administration activities by students, alongside medication for asthma, anaphylaxis, diabetes, and other potentially life-threatening illnesses.

Requires written certification from a student's physician, advanced practice registered nurse, or physician assistant authorizing blood glucose monitoring by the student or volunteer staff members.

Requires DOE employees and agents who volunteer to administer or assist with blood glucose monitoring to receive instruction from a qualified health care professional (physician, physician assistant, advanced practice registered nurse, registered nurse, or certified diabetes educator).

Effective date of July 1, 2016.
