Transfers licensing and regulation of private trade, vocational, and technical schools from the Department of Education to the Department of Commerce and Consumer Affairs, effective July 1, 2018.

Establishes that the licensing program applies only to schools requiring state-level licensure for federal student aid, educational grants, or professional licensure requirements, as determined by the Department of Commerce and Consumer Affairs.

Creates a new licensing framework under the Department of Commerce and Consumer Affairs with authority to set fees, issue licenses, suspend or revoke licenses after notice and hearing, and adopt implementing rules.

Repeals sections 302A-424 to 302A-428 of Hawaii Revised Statutes, which previously granted the Department of Education jurisdiction over private trade, vocational, and technical school licensing.

Requires the Department of Education to retain existing rights and duties until July 1, 2018, with all existing deeds, leases, contracts, and permits remaining in full force and effect under the Department of Commerce and Consumer Affairs.
