Requires all state agencies across the executive, judicial, and legislative branches to participate in a carbon offset program administered by the Department of Land and Natural Resources.

Mandates that agencies pay the Department of Land and Natural Resources a per-trip carbon offset fee for air travel undertaken by employees performing official duties.

Directs the Department of Land and Natural Resources to establish and administer a carbon offset program focused on planting Hawaii-endemic trees, including sandalwood varieties such as Iliahi, Laauala, Wahieala, Aoa, and Aahi.

Applies to all permanent employees of the executive, judicial, and legislative branches, as well as legislative session staff.

Takes effect on July 1, 2016.
