Amends Hawaii Revised Statutes Section 171-58(c) to allow issuance of holdover permits for water rights when an application for lease renewal is pending before the board of land and natural resources.

Permits holdover permits to extend beyond the current one-year maximum term until a pending water rights lease application is finally resolved.

Applies retroactively to all pending and future applications for water rights disposition before the board of land and natural resources.

Takes effect upon approval.
