Appropriates funds from general revenues for fiscal year 2016-2017 to the High Technology Development Corporation to support technology internships and workforce development programs.

Limits intern compensation to a maximum of $1,250 per year and company participation funding to a maximum of $2,500 per year.

Authorized programs include skills assessment, program development, seminars, and training designed to develop Hawaii's technology talent pipeline.

Supports the Corporation's goal of creating 80,000 new technology and innovation jobs earning more than $80,000 per year by 2030.

Takes effect on January 7, 2059.
