Reduces the $130,000 appropriation from Act 151 (2015) to the State Ethics Commission for an electronic filing system due to implementation of a less costly design approach.

Reappropriates the unused funds to establish a lobbyist law task force within the State Ethics Commission for fiscal year 2016-2017.

Establishes a task force to review and analyze Hawaii's lobbyist laws under chapter 97 for effectiveness, efficiency, and enforceability, including comparison with other jurisdictions' laws.

Task force shall comprise registered lobbyists, organizational representatives, government accountability groups, and community stakeholders selected by the State Ethics Commission, serving without compensation.

Task force must submit findings and legislative recommendations to the legislature no later than twenty days before the 2017 regular session convenes; task force terminates June 30, 2017.
