Creates a Maunalua Bay task force within the office of planning to develop a comprehensive master plan for environmental protection of Maunalua Bay on Oahu.

Task force composed of 12 members including state agency directors, representatives from commercial ocean recreation, marine biology, and nine community organizations (Portlock Community Association, Aina Haina Community Association, Maunalua Fishpond Heritage Center, Livable Hawaii Kai Hui, Fishermen's Hui, HULI, Hui Nalu, and Malama Maunalua).

Task force shall complete and submit the master plan to the director of the office of planning by October 1, 2017, for review and approval.

Approved master plan shall assess environmental and ecological impacts of activities in Maunalua Bay and be used by state agencies to adopt and implement policies, rules, and regulations relating to the bay.

Task force terminates 30 days after the master plan is approved by the office of planning director.
