Requires the Department of Land and Natural Resources to research, monitor, survey, and analyze five native Hawaiian bird species (coot, moorhen, nene goose, stilt, and duck) regarding their interaction with agricultural practices.

Department must track current population and projections, habitat sites statewide, breeding seasons, feeding habits, and destruction of agricultural products for each species.

Department shall request and analyze relevant information from the United States Fish and Wildlife Service and include findings in annual reports.

Department must annually publish research results, recommendations, and best practices on its website in a format to assist the agricultural industry in economically and environmentally sound interactions with these species.

Appropriates funds from general revenues for fiscal year 2016-2017 to conduct the required research and monitoring; takes effect July 1, 2050.
