Authorizes the director of finance to issue $12,700,000 in general obligation bonds for fiscal year 2016-2017 to fund capital improvements to irrigation systems statewide.

Allocates funding across six irrigation projects: Molokai Irrigation System ($4,000,000), Lower Hamakua Ditch in Hawaii ($2,000,000), Kahuku Ag Park in Oahu ($1,400,000), Waimanalo Irrigation System in Oahu ($3,700,000), Waimea Irrigation in Hawaii ($600,000), and State Irrigation Reservoir Safety improvements ($1,000,000).

Each project receives funding for both design and construction phases, with the department of agriculture responsible for project expenditures.

Appropriated funds do not lapse at the end of the fiscal biennium, but any unencumbered moneys as of June 30, 2018 shall lapse on that date.

Effective date is July 1, 2016.
