Proposes a constitutional amendment to Article I of the Hawaii State Constitution establishing rights for crime victims in the criminal justice process.

Ballot question would ask voters whether to provide victims with fair and respectful treatment, notification of critical proceedings and plea agreements, proceedings free from unreasonable delay, and the right to be present at all proceedings related to the criminal conduct.

Grants victims the right to speak at sentencing hearings, receive financial reimbursement from the offender, and receive notification of the offender's release from custody.

Amendment becomes effective July 1, 2030.
