S.B. 3038 Summary

• Creates temporary state additional unemployment benefits program for workers who exhausted regular unemployment insurance benefits or whose benefit year expired between September 4, 2016, and October 28, 2017

• Eligible individuals receive weekly benefits equal to their regular weekly benefit amount, with a maximum of 13 weeks of additional benefits during the eligibility period

• Requires individuals to have filed an initial claim and continued claim certifications, meet all regular benefits eligibility conditions (except waiting period requirement), and not be eligible for federal or other state unemployment benefits for the same weeks

• State additional benefits are charged against base period employers' accounts in the same manner as regular benefits

• Appropriates funds from the general revenues for fiscal year 2016-2017 to be administered by the Department of Labor and Industrial Relations; provisions suspended if unemployment trust fund balance falls below adequate reserve levels
