Establishes the Hawaii Maternal Mortality Review Panel within the Department of Health to conduct comprehensive, multidisciplinary reviews of maternal deaths and identify factors associated with those deaths.

Panel membership consists of nine appointed members including obstetricians, pediatricians, nurse-midwives, epidemiologists, the chief medical examiner, and representatives from medical associations and community mental health centers.

Requires all providers of medical care and state/county agencies to report maternal mortality events and disclose related review information to the department upon written request.

Panel information is confidential and cannot be used in civil or criminal proceedings; general statistical compilations without identifiable information become public records.

Appropriates funding for fiscal years 2015-2016 and 2016-2017 for implementation and operation of the maternal mortality review panel (amount not specified in bill text).
