Prohibits the use of any tobacco product or electronic smoking device by any person on the premises of all Hawaii Health Systems Corporation facilities statewide.

Requires the corporation to prominently display signs stating "tobacco and electronic smoking device use is prohibited" at all facility entrances and other conspicuous outdoor locations.

Defines "electronic smoking device" to include electronic cigarettes, cigars, cigarillos, pipes, hookah pipes, and related components that aerosolize and deliver nicotine or other substances.

Specifies that "premises" includes all indoor and outdoor areas within facility property boundaries and all employee and visitor parking lots.

Exempts the prohibitions from collective bargaining requirements and excludes FDA-approved drugs and devices from the definition of tobacco products.
