Establishes a task force within the Department of Agriculture to develop a plan for expanding and eventually mandating the purchase of locally grown agricultural products by all state departments.

Task force to be composed of stakeholders determined by the chairperson of the board of agriculture and must convene no later than August 1, 2016.

Task force must submit a report to the legislature no later than twenty days before the 2017 regular session with recommendations and measurable benchmarks for achieving mandatory purchases over a six-year period.

Task force is dissolved on June 30, 2022.

Appropriates funds from general revenues for fiscal year 2016-2017 to support the task force operations, with the Department of Agriculture to expend appropriated amounts.
