Adds definitions for "insurance appraiser" and "insurance umpire" to Hawaii's insurance code, with both roles required to be competent and well-versed in chapter 431 of Hawaii Revised Statutes.

Amends the definition of "adjuster" to clarify it applies to individuals acting solely on behalf of either an insurer or insured, excluding salaried employees of insurers or adjusting corporations.

Redefines "public adjuster" as an individual employed by and solely representing the insured, while excluding third-party entities acting for compensation as intermediaries, negotiators, or agents between policyholders and insurers.

Specifies that the public adjuster exclusions do not apply to individuals serving as appointed insurance appraisers or insurance umpires as defined in the policy.

Takes effect upon approval.
