Requires every sale or transfer of oceanfront property to include an oceanfront purchaser statement executed by the purchaser or transferee, effective July 1, 2016.

Purchaser statement must acknowledge that oceanfront property risks losing square footage due to erosion and shoreline retreat, which may affect future permitting decisions.

Statement must acknowledge that historical coastal erosion maps and flood insurance rate maps are available for public use, and that obtaining permits for shoreline protection structures may be challenging due to state and federal coastal zone management programs.

Statement must acknowledge public rights of access to Hawaii shorelines under section 115-4 and the department of land and natural resources' authority to require removal of encroaching vegetation that interferes with beach transit corridors under section 115-10.

All oceanfront purchaser statements must be notarized and recorded in the bureau of conveyances; Act takes effect November 1, 2016.
