Establishes legislative policy to appropriate grant funds during regular sessions of odd-numbered years for the ensuing fiscal biennium, while permitting amendments during even-numbered year or special sessions.

Limits grants to one per recipient during each fiscal biennium and designates general and administrative expenses as low priority for grant funding.

Requires organizations receiving grants for facility planning, design, construction, renovation, operations, or equipment to repay the State if they discontinue activities and dispose of the property.

Mandates that grant recipient organizations publicly recognize State support through awarded grants.

Makes adherence to these policies subject to exclusive legislative discretion and fund availability, with no legal recourse for deviations; effective July 1, 2030.
