Authorizes the Department of Land and Natural Resources to negotiate the acquisition of makai lands of Kapua in South Kona, Hawaii, identified by specific tax map keys: (3)8-9-006:003, (3)8-9-006:019, (3)8-9-006:028, and (3)8-9-006:035.

Permits acquisition through purchase, sale, or exchange of other real property and defines "acquisition" as securing an interest in real property in fee simple or otherwise.

Requires the Department to conduct due diligence and attempt to reach an agreement by December 31, 2016, with ability to continue negotiations beyond that date if necessary.

Mandates quarterly written progress reports to the legislature beginning July 1, 2016, regarding negotiations and due diligence, excluding information deemed confidential or detrimental to the State's negotiating position.

Appropriates general revenue funds for fiscal year 2016-2017 to conduct due diligence, including assessment of potential unexploded ordnances, and to fund negotiations for land acquisition.
