Establishes the Hawaii Airport Authority as a public instrumentality within the Department of Transportation, to be created by executive order of the governor with a board of five voting members appointed by the governor (3 members), speaker of the house (1 member), and president of the senate (1 member).

Transfers all aeronautics functions, powers, duties, assets, and employees from the Department of Transportation's airports division to the Hawaii Airport Authority upon the effective date specified by executive order.

Grants the authority broad powers to develop, manage, operate, and maintain all state airports and aeronautical facilities, including authority to impose fees, issue bonds, procure services, conduct capital improvements, and hire staff.

Requires the Department of Transportation to complete a feasibility study and implementation plan identifying necessary amendments, specific transfer actions, timeline for transfers, water reclamation programs, and invasive species control measures at airports.

Appropriates funds for fiscal year 2016-2017 for construction of a radar facility and 100 foot by 150 foot concrete pad for radar installation at Kalaeloa Airport; takes effect July 1, 2076.
