Establishes a six-year pilot program for a school of aviation at the University of Hawaii at Hilo, running from July 1, 2016 through June 30, 2022.

School of aviation must be financially independent, meaning tuition revenue must equal or exceed operating and capital expenditures on a fiscal year basis by June 30, 2022.

University of Hawaii at Hilo must submit semester reports to the legislature and board of regents detailing operating costs, capital costs, tuition generated, and other revenues collected.

No general funds may be appropriated or expended for school of aviation costs without prior legislative approval, and the school must maintain a separate accounting system and obtain all necessary accreditations.

If the school is not financially independent by June 30, 2022, the board of regents shall terminate the pilot program and assume control of all property and responsibilities.
