Requires owners of out-of-state trailers (current, previous, and subsequent year models) brought into Hawaii to provide proof of use tax payment under chapter 238 when applying for registration.

Prohibits the director of finance from issuing a certificate of registration for a trailer without proof of use tax payment.

Maintains existing registration certificate requirements including vehicle identification number, license plate number, registered owner information, and endorsement lines for transfer of ownership.

Retains existing provisions that trailer owners must carry the certificate of registration with the trailer and present it upon request by police officers, with exceptions for removal during renewal or transfer applications.

Effective date: January 1, 2017.
