Designates the office of planning as the lead agency to coordinate and advance smart growth and transit-oriented development planning statewide, particularly related to Honolulu's elevated rail transit system and its twenty-one stations.

Requires the office of planning to approve all state agencies' development plans for parcels along the rail transit corridor, including any properties the State may obtain in the future.

Adds smart growth and transit-oriented development coordination to the office of planning's statutory responsibilities, including identifying opportunities, refining definitions, setting state goals, and targeting affordable housing in transit areas.

Appropriates funds for one full-time equivalent branch chief position within the office of planning to implement the act's provisions.

Takes effect July 1, 2076.
