Designates the Office of Planning as the lead state agency to coordinate and advance smart growth and transit-oriented development planning statewide.

Establishes the Hawaii Interagency Council for Transit-oriented Development within the Department of Business, Economic Development, and Tourism with 22 members including state agency directors, county mayors, and community representatives to coordinate transit-oriented development initiatives.

Requires the council to develop a strategic plan that inventories transit-oriented development projects, prioritizes state land development, identifies financing for public infrastructure, and promotes public-private partnerships for affordable housing.

Authorizes the Department of Education to use school impact fees from transit-oriented development projects within county-designated zones for constructing, improving, or leasing school facilities in those zones, in addition to traditional land acquisition uses.

Appropriates $50,000 for fiscal year 2016-2017 to the Department of Business, Economic Development, and Tourism to implement the Act, effective July 1, 2016.
