Requires dental hygienist applicants to be officially certified in both intra-oral infiltration local anesthesia AND intra-oral block anesthesia as separate certification requirements prior to licensure.

Establishes a comprehensive list of 16 supportive dental procedures that dental assistants may perform under direct supervision of a licensed dentist, including assisting with procedures, taking patient histories, and making impressions for certain appliances.

Prohibits dental assistants from performing 16 specified intra-oral functions that constitute irreversible changes to hard or soft tissues, including administering anesthesia, placing restorations, performing surgical procedures, and applying preventive treatments to teeth.

Requires dental assistants to receive training in sterilization and disinfection procedures meeting OSHA, CDC, and ADA guidelines; ethics; recordkeeping and patient confidentiality; and cardiopulmonary resuscitation.

Ensures that board rules regulating dental assistant duties cannot infringe upon, overlap with, or conflict with the scope of practice for licensed dental hygienists under chapter 447.
