Authorizes construction of small hydropower facilities on agricultural district lands in Hawaii as defined by the United States Department of Energy, including impoundment, diversion/run-of-river, and pumped storage facilities.

Requires hydroelectric facilities to be accessory to agricultural activities on agricultural land for agricultural use and to comply with the state water code (chapter 174C).

Prohibits hydroelectric facilities from adversely impacting or impeding agricultural land use or the availability of surface or ground water for all uses on parcels served by affected water sources or streams.

Amends Hawaii Revised Statutes section 205-2(d)(7) to clarify that hydroelectric facilities permitted under section 205-4.5(a)(23) must be accessory to agricultural activities, removing them from general inclusion under agricultural services.

Takes effect upon approval with amendments to section 205-4.5(a)(23) protected from repeal when that section is reenacted on June 30, 2019.
