Amends Hawaii Revised Statutes Section 103D-302(g) to allow procurement officers to consider a subcontractor's license as valid if the subcontractor was previously licensed to perform the scope of work indicated within 60 days prior to bid opening.

Requires that all listed subcontractors be appropriately licensed at the time of award or within 60 days of bid opening, whichever is sooner.

Addresses concerns about bid challenges and project delays caused by disputes over subcontractor licensing and qualification verification.

Aims to reduce licensing-related bid protests and delays in public works construction projects for State and county projects.

Takes effect July 1, 2112.
