Establishes the Hawaii Three to Six Out-of-School Program for grades K-12 to be conducted during after-school hours, weekends, and inter-sessions at public schools and charter schools.

Creates the Hawaii Three to Six Out-of-School Program Special Fund to be administered by the Department of Education and funded through legislative appropriations, private funding sources, federal grants, and student participant fees.

Authorizes the Department of Education to contract with private providers to deliver out-of-school programs including A-Plus, After-School All-Stars, athletics, career and technical education, and other enrichment activities.

Appropriates unspecified amounts from general revenues for fiscal year 2016-2017 for deposit into the special fund and for program implementation costs.

Takes effect upon approval, except appropriation sections take effect July 1, 2050.
