Simplifies the application process for entities to become charter school authorizers by reducing requirements from eight detailed elements to three basic assurances (written intent, commitment to fulfill chapter expectations, and public accountability).

Changes the authorization timeline from an annual June 30 decision process to a 60-day review period following receipt of a letter of intent.

Requires the Board of Education to provide written notice by registered or certified mail when denying an entity's application for authorizer status.

Allows approved entities to apply for grant funding and begin planning activities before executing a formal authorizing contract.

Requires the Board of Education to report to the legislature by November 2016 on the status of policies, criteria, and guidelines for evaluating letters of intent for chartering authority.
