Appropriates $100,000 from general revenues for fiscal year 2016-2017 to conduct an economic assessment study on developing a small satellite launch and processing facility on Hawaii Island.

Study shall be conducted by the Department of Business, Economic Development, and Tourism in conjunction with the Pacific International Space Center for Exploration Systems and Hawaii Island Economic Development Board, Inc.

Identifies Hawaii Island as having unique geographic advantages for equatorial spacecraft launches, particularly for small satellites, due to its global position.

Recognizes private-sector interest in locating satellite facilities in Hawaii and establishes the need to determine economic viability of such development.

Takes effect on July 1, 2016.
