Amends Act 215, Session Laws of Hawaii 2015, to extend the lapse date of the fiscal year 2015-2016 manufacturing grant appropriation from the end of that fiscal year to June 30, 2017.

Appropriates $2,000,000 for fiscal year 2015-2016 to the High Technology Development Corporation for manufacturing business grants for purchases and employee training, with unencumbered funds lapsing on June 30, 2017.

Appropriates an additional $1,000,000 for fiscal year 2016-2017 for the manufacturing grant program, including operational expenses, to be expended by the High Technology Development Corporation.

Takes effect on June 29, 2016, with Section 2 taking effect on July 1, 2016.
