Establishes one full-time permanent veterans services counselor IV position in the Office of Veterans' Services for fiscal year 2016-2017 to assist all veterans, with primary focus on female veterans who served on active duty.

Appropriates general revenues for the new counselor position to address problems and needs including military sexual trauma, post-traumatic stress disorder, homelessness, joblessness, and inadequate health care services.

Appropriates additional general revenues for military and veterans commemoration events to be expended by the Department of Defense.

Recognizes that female veterans (over 13,000 in Hawaii) face unique challenges distinct from male veterans, particularly following recent Department of Defense policy allowing women in all front-line combat positions.

Effective date of July 1, 2050.
