Authorizes counties to conduct criminal history record checks on taxicab drivers and applicants for taxicab drivers' certificates to protect public health, safety, and welfare.

Amends Hawaii Revised Statutes section 46-16.5(c) to explicitly authorize counties to regulate entry into the taxicab business, including conducting criminal background checks in accordance with section 846-2.7.

Adds counties' authority to conduct criminal background checks on taxicab drivers and certificate applicants to the list of authorized entities under section 846-2.7(b) as a new paragraph (37).

Clarifies existing county authority under section 46-16.5 to regulate public passenger vehicle services by addressing uncertainty about access to Federal Bureau of Investigation databases and nationwide criminal background check capabilities.

Takes effect upon approval.
