Appropriates $100,000,000 in general funds for fiscal year 2015-2016 to the Department of Education for installation of air conditioning, heat abatement equipment, energy efficient lighting, and related energy efficiency measures at public schools.

Funds are to address high classroom temperatures during summer months to preserve health and safety of students and teachers and improve learning environments.

Appropriation shall not lapse at the end of the fiscal year; however, any unencumbered funds must lapse as of June 30, 2018.

Funding source is $170,000,000 in increased federal reimbursements for Medicaid reported by the Department of Budget and Finance on January 7, 2016.

Bill is recommended by the governor for immediate passage under the Hawaii Constitution and shall take effect upon approval.
